The amendment will affect the entirety of Calaveras County. The amendment is determined to be a later activity within the scope of the General Plan EIR, SCH# 2017012043 (certified in November 2019) pursuant to Section 15168 of the California Environmental Quality Act (CEQA) Guidelines.
